I'd confront, but not in a manner to draw attention or cause embarassment. I will insist he stop however and ifhe frequents a specific establishment I'd let them know he isn't in fact a servicemember.

Sounds like the guy might have son mental health issues, so I'm not sure how I would deal with him without having all the info
