If you reenlist into a different branch of the military, does that military training count, and does that include the tab or skill?

It depends on what branch you are moving into and what training they recognize from other branches, and what badges, tabs, Awards, Etc that are authorized for wear on the uniform in that branch

Again, it's a very vague question. There are 4500 courses recognized by the Army and a large pamphlet that lists eligible awards.
You can look in DA Pam 670-1 for your awards. Most ribbons and awards will transfer.

As an NCO you will be faced with situations where you have transfers from other branches. You'll need to research the uniform regulations before you sponsor them in boards.
