Is a WVARNG SMP Cadet, with Basic and AIT DD214 college student considered an independent student status for FASFA?

WVU Finance and supposedly VA Rep is stating that the SM SMP Cadet in the WVARNG with Basic and AIT DD214 is not considered either Active duty or Veteran for FASFA independent student status. I know the kid isn't a dip dyed and fried vet but he pays his own bills and serves. Can anyone help me prove his status or tell me why WVU isn't considering him an Independent student?

Is he being claimed on someone else's tax return? If so it is nearly impossible to claim independence
