As well being native american myself, my understanding is that demographic group was legally allowed to gather and own "Raptor" feathers. Raptors include Eagles, Hawks, Owls, Falcons, etc. for use in their native rituals and regalia. My understanding of the law dictates that no-one may come across a raptor carcass and take any feathers for personal use, excepting native americans.

I would suppose also that since we keep expanding into wild territory and putting up structures in the Eagle's native habitat that there will be some killed, I doubt that they can be relocated easily or cheaply.
No easy solution here but as much as I do not care for President Obama I doubt that he is personally trying to kill off the American Eagle.
The thing is that the more we move into the native habitats of wildlife we are going to inevitably push them out or into extinction.
We have to be more responsible in our expansion, but I think that American Bald Eagles and other wildlife will continue to be killed for various reasons.
