Is that what Star Wars is about?

Over the millennium of humanity there have been many a battle and conquering. We raise armies and navies to defend against such. But even when one happens, 100 years later it is more or less a matter of historical interest. The conquered adapt. The conquers I suppose adapt over the generations removed. There must be some middle ground in the conquered and conquers.

Each one, each society, before the battle and conquering, had a system of right and wrong, and a jail or expulsion for those that broke it.

Is that what Star Wars about? it keeps on going from country to country, then millennium from now planet to planet??
