Is there a way to get a waiver to re-class? Also will I loose rank switching from guard to active?

Wild guess, you're looking at something medical? If you were reclassing while in you could request a GT waiver from the MOS propenent. They'll usually grant a waiver of one point if your other scores are high.
If you are going active duty, the MEPS will most likely not accept your proponent letter. You're not reclassing, you're enlisting as a prior service. You may or may not get a new job. What you can do is retake your ASVAB prior to going to the MEPS. MEPS probably won't allow you to retest, but you can take it any military education center near you.

Your rank will undergo a grade determination. Based on TIS and TIG. If you have completed BLC and met all the US Army standards. Not trying to be an asshole but, as a former recruiter I will tell you that, recruiters don't like working with people like you who think you can come to the MEPS demanding rank and new MOS. Most MOS are closed for prior service, which is your category. You can reclass in the guard, keep your rank, and all. If you want to go active, you might not get everything you want. Take the FAST clas, or whatever is called now, increase your GT score, when you are in your reenlistment window, change MOS. Prior service contracts are just work out of the recruiter's valuable time. I helped some prior service only after I met mission. I highly recommend you to take a hard look at your priorities, hope you get everything you want. Just remember that you also have to work for it.
