Is TSA actually keeping travelers safe? How effective are they?

If patting down 8yo kids and 80yo seniors then yes, they are doing a bang up job. Take that and add a see through screening system that basically undresses everyone that is forced to step in and we have millions of dollars spent on folks that couldn't count change at McDonalds in many cases.
There are a bunch of good folks working for the TSA, but not enough to go around. The TSA needs an overhaul and a reorganization. Hire some qualified folks who know how to read the scanners. I know a bunch of EOD folks who applied but most denied employment and the jobs offered some was the low man using a wand on travelers instead of the jobs they were qualified for.

The TSA was not worth a Damn before 9/11 That was Proven on 9/11

While I agree with your sentiments about effectiveness, in all fairness, the TSA and DHS were created after 9/11.
