I have no doubt that unprovoked police brutality did occur in some places at some times and still occurs occasionally. I also have no doubt that nearly all instances of police brutality that do occur are covered up by police and politicians at all levels.
But the questions of how pervasive and how frequent "police brutality" is are different -- and again, both vary with what gets counted.
If we define "police brutality" as unnecessary force used by police, my unscientific guess would be that it is very nearly 100% pervasive in that it does occur in nearly every department in the nation. I would also suggest that your chances of experiencing physical police brutality are very nearly zero if you aren't involved in one of a few triggering activities (most of which are illegal). One way to nearly guarantee being the victim of police brutality is to be the subject of a high speed car chase.
Like it or not, police officers are human -- with human emotions, human physical responses (such as adrenaline dump) -- this isn't an excuse, but it is reality -- and unfortunately it is a reality that is not well addressed in police training or procedures.
Yes, there are a few bad cops out there -- and there are a few departments where they are tolerated or even encouraged. Not the majority, not even a large number, but even one is too many.

According to the Sheriff’s Office, Corporal Corrections Officer Mason Garrick, Deputy Braxton Massey and Deputy Ryan Biegel were charged with battery of an inmate and violating the oath of office.
“Braxton Massey has been employed 6 months, Mason Garrick 18 months, and Ryan Biegel 3 years with the Sheriff’s Office,” the news release states.

146 Virginia police officers decertified, new law expands to include excessive force and lying
“RICHMOND, Va. (WRIC) — The number of police officers pulled from their positions for dishonesty or excessive force is growing in Virginia. According to the Virginia Department of Criminal Justice Services’ master list, 146 officers have been decertified as of mid-January. Meaning, they’re currently not allowed to serve as law enforcement officers in the Commonwealth.
8News first looked at the Virginia master list of decertified officers back in July. Since then, 46 new officers were added. More than half of the 146 officers decertified were added to the list in just the past two years. The department began keeping a list in 1999.
The increase in decertification follows a push for policing reforms in the wake of the murder of George Floyd, as well as a new law expanding the offenses for decertification to include excessive force and lying.”

Since this was in the south, pregnancy could kill her. He should be charged not only with rape, but attemped murder - unless he wore a condom and was 100% sure she could not become pregnant.
