Military Service Obligations when using the Army COOL Program/GoArmyEd for Credentialing Assistance?

I'm reading through the (SOU) Statement of Understanding from GoArmyEd regarding the use of Credentialing Assistance (CA) for the Army COOL Program. The end of Paragraph 7a of the SOU states the following: "Reserve Component officers (USAR/ARNG) incur an RDSO of 4 years."
But then in paragraph 7f of the SOU states the following: "Officers and Warrant officers using CA for a credentialing exam or recertification will not incur a service obligation".
So that confuses me...does that mean as long as I use CA to cover the credential exam fee but not for any "prep course", I won't incur a service obligation?

SGT (Join to see) - Still working on it. The provider I want to use for the RNFA class and certification is not yet an approved vendor. Big Army education is working with the vendor now to certify their program. It's supposed to be done in the next month or two, so we'll see? If you're just using it to get approval for certification exams listed on the COOL website, it seems like a very simple process to get approval. However, the GoArmyEd website format is complete garbage and definitely not very intuitive, so I would say that is the most difficult part. I mean, you still have to fill out your CAP request on an Excel document and submit it as a HelpDesk case.... that is how you request approval. It's like something out of the 90s when you had to use DOS to input your commands to dial up AOL.

CPT (Join to see), SGT (Join to see) I spoke to Miss Wolfe today. And she confirmed my initial assumption. She is a great resource and would be able to answer your questions regarding CA.

I have tried multiple times to find out more information on this program as I was trying to possibly get an HR certification and change careers in the civilian world, but never could get any info about it that was clear. If it means another 4 years obligation then that would change things.

MAJ (Join to see), I spoke to my state's Education Services Specialist and she confirmed my initial assumption. Army COOL will pay for the credential exam fee and membership to take the exam. Officers and Warrant Officers will not incur an additional service obligation if CA is just used for this purpose. If CA is used for a credentialing prep course, Officers and Warrant Officers will incur a service obligation.
