I am a National Guard E4 (P) with 39 months TIS can I use the SMAPP program as a enlistment option when I am receiving a conditional release from the National Guard.

Go to https://www.ikn.army.mil and sign in with your CAC card. In the search box type CI recruiting. This will bring you to the official CI recruiting page, including a sample packet and guidance for Reserve/ NG Soldiers. Your packet and guidance is slightly different than AD.

No. Because Counterintelligence is an application MOS, you cannot simply reenlist for it like a normal MOS. First, you must apply to the MOS and be accepted, and then after you are accepted you will reenlist with the SMAPP program. Generally, CI applicants will go through their local CI office or Agent to apply to the MOS. CI recruiting is decentralized, meaning every CI Special Agent has the ability to process CI applications and forward them to the CI recruiting board at the Office of the Chief of MI. I have a question, how much leeway is there on the SF86 for past residences when I know that anyone that knew me when I lived there are no longer available to talk too? Probably the only thing I have in my past that worries me for clearance.
