My CAB was taken because I didn’t have the documents for it. Does anyone know how to get that documentation?

If you never had an order awarding you a CAB, you should not have been wearing it.
If you never received an order for a CAB, but have reason to believe you should have (personally present and actively engaging or being engaged by the enemy) then you need to follow the instructions in AR 600-8-22, para 8-8, f. (2) Retroactive award of the Combat Action Badge
Active Duty, Reserve and NG personnel must submit requests for retroactive award of the CAB to the Army’s military awards branch through their current chain of command on a DA Form 4187 signed by a recommender (not the Soldier) and endorsed by the first General Officer (O-7) along with the following
a. Request memo detailing why the CAB was not authorized by the wartime command (for incidents that took place after the CAB was created on 2 May 2005).
b. Personal narrative and sworn eyewitness statement(s), from individuals who participated in the same ground combat action, detailing the specific date of the incident, proximity of the Soldier to the enemy direct or indirect fires (in meters) and whether the Soldier could have reasonably been injured by the blast, detonation or explosion. These documents must not resemble one another in terms of language and description of the incident; the statements must present the eyewitnesses' unique, first-hand accounts of the Soldier's actions (i.e., they must use their "own words"). Generally two statements are required, but if the packet is strengthened by other documents, only one would need to be submitted. Wartime chain of command endorsements are also highly recommended, if not required.
c. Complete legible copies of the DD Form 214 (if applicable), Enlisted or Officer Record Brief, orders announcing awards, and any other supporting documentation reflecting the Soldier's overseas unit(s) of assignment and period(s) of service. For example, awards of individual decorations for Valor or an award of the Purple Heart, and unit rosters or unit reports. Please note, requests from sister Servicemembers must include documentation from Air Force/Marine Corps/Navy military awards branch that an Air Force Combat Action Medal or Combat Action Ribbon has not already been awarded for GWOT.

I was awarded a CAB but was never given the orders. My 1SG was suppose to give me it but never did. It showed on my ERB but when I asked HRC they said they didn’t see me in it and when I told him it had multiple people on it I never got a response back

It is a Brief of the Key Source Documents available in your Record.
If a CAB was added to your ERB without an order in your iPERMS, it was added erroneously.
Also, this was 17 years ago, that is a long time to not notice something pretty big missing from your record.
Please use this entire example when you are teaching your joes about reviewing their record annually.
Meanwhile, get started on the instructions above while you are asking around for someone else that was on that blanket order.
If you get a copy of that order before you are done with the HRC process above, then you're just done quicker.
Odds are real slim that you'll find someone with those orders.

It was so long ago that the S1 didn’t really do that stuff even though we all know they should. They didn’t even have our humanitarian award for when we helped with the hurricane Katrina relief but it is worth a shot I have tried everything else to get it but everyone that was on the orders got out right after our deployment SGM (Join to see)

SSG (Join to see) - I sympathize with you. I've seen that happen about a dozen times. We had a command downrange hold ceremonies presenting people their CAB's, but not following up with the appropriate orders.
Things were a bit of a mess when the CAB was first created.
