My enlistment is almost over (November). Should I apply for OCS while I'm at TPU or through my local Officer's recruiting office?

Talk to your Command Career Counselor NOW. It is never to early to apply and it may be to late to apply if you wait! Why would you ever want to wait until you get out or put your life and career into the hands of strangers? Go to people who know you and those you can trust. At the very least talk to your CMC.

Main reason it took me so long to complete my OCS package is because I was waiting word on my C-Way application which ended up falling through somewhat unexpectedly; I wanted a backup plan to fall on just in case but the backup plan for reenlistment is now scrapped, obviously. But all I have left to do for my package is my physical and appraisal sheets, which I intend to use my terminal leave to complete, if necessary.

Why not finish it all and send it in ASAP. You don't want to get stuck on a waiting list for Officer Candidates to attend OCS and be stuck twiddling your thumbs while unemployed. The sooner you send the paperwork, the better.

Do everything you can now. Start with TPU, but broaden your inquiries and searches if you see the endgame is not taking you towards your goal fast enough.
