With advancement coming around the corner, i looked at the new advancement computing formula. I realized that since the maximum PMA point you can earn going into an exam is 64 with an EP, and 48 with an MP.
Assuming that I can max out my SS score of 80 (almost impossible) and with an MP, no awards, 2 points of education, 1.5 points for PNA. The maximum i can earn is 132.5 .

Facts: for the past two years, the FMS cut off has been 150-155. The quotas decreases at least 2-3% each cycle.

The question is, how should i prepare when the odds are way out of my favors?

Im actually starting to resent my rating. There is just way too many people. It affects the quotas. It is puzzling to me why the advancement rate for IT3 is 100% but 11% for HM3.

PO3 (Join to see) The first question I have to ask is SN or HN. If the answer is HN then the problem is that you are in a rating where so many are coming out of school as Third Class Petty Officers you are fighting a very difficult battle. You really have to have awards or Pass, NOt Advanced points to get your scores up to the magic cutoff. Yes, you need to get the test score as high as possible and 80 is NOT impossible, but extremely difficult; study your butt off.

IT3 is at 100% and HM3 is at 11% because advancements are vacancy driven. The Navy has a shortage or IT personnel at the E-4 level and an abundance of HN at the same paygrade. It is as simple as that, no secret. Things change from year to year, just not as rapidly as you need them to change.

Have you spoken with your LPO, Leading Chief, or more importantly your Command Career Counselor to see if you are maximizing your chances for advancement? It looks like you are fairly fresh out of HN School School so a crossrate is not possible, even if you wanted to do so. Your choice for your BA, are you sure this is a good one for advancement? Just a couple rhetorical questions for you to consider.

Yes, you are correct, i am not freshly out of A school. I actually just finished C school after 2 years being in.
I do aware of the vacancy and shortage in other rate in comparison to corpsman. However, i simply find it very demotivating when i know i can get a perfect 80 on SS and i still won't make it. I just check in to my first permanent command for 2 months so cross rating is out of the question. I have not talked to my CCC or LPO or LCPO, but to the best of my knowledge, i don't believe that i can get any more points as it stands. The only thing can happen is FMS cut off will be lower, but retention rate is high, so it is hopeful.

ICO my BA selection, i am not even using TA to do it, I'm doing it for my own personal fulfillment. My chain don't really care enough either way.

A standard score of 80 isn't impossible (it's difficult but not impossible, I cut a 78 on PO1 my third time around and made it by only 5 points - we rated 35 in my rating that year - FMS to advance was 213 If i'm not mistaken).

The first time I took PO1, I scored a 70, even with an 80 I would have PNA'd. Sometimes it takes time when your rating is stuck. Sustained superior performance was the mantra when I was in. Keep it up and don't let it get you down. Oh and Bravo Zulu to you young sailor for having a plan laid out!!!! I wish I could have said that in my earlier years!!!

previously the FMS was out of 214 points.. now its only 177 there of it would take less than 150 points. an mp and a good score should do the trick

The max PMA point is 48 for an MP, and say a perfect score is 80, i don't have awards, only 2 points education, and 1.5 for PNA, 80+48+2+1.5=131.5
I want to emphasize that the FMS that said in regard to past 2 years are corpsman only. This last cycle was 11% at 155 cut off. So i doubt it would go below 150 this next cycle.

It would takes maximum award points of 10 with several takes of collecting PNA of at least another 10 points, unless its an EP. All that just to compensate for 150 cut off, its mathematically impossible.
