A soldier facing court-martial on child pornography and other charges went missing the day before his scheduled courtroom appearance at Fort Leonard Wood, Missouri, and remains on the loose.
A warrant has been issued for the arrest of Staff Sgt. Ulises Moore-Ramirez, who had been cooperating with investigators, a base spokeswoman said, as they sought to convict him on 13 specifications of sexual abuse of a child (non-touching), five specifications of attempting to commit such abuse, seven specifications of extortion, one specification each of manufacturing and possessing child pornography, and one count of obstruction of justice.
The hearing was set for Thursday, spokeswoman Tiffany Wood said in an email. Moore-Ramirez hasn't been seen since Wednesday.
St. Louis' Fox TV affiliate reported that Moore-Ramirez, with 1st Engineer Brigade, allegedly used graphic language online in an attempt to convince underage girls to send him nude photos.

The soldier faces a maximum punishment of 316 years behind bars if convicted on all counts, Wood said, as well as loss of pay and allowances, reduction in rank to E-1 and a dishonorable discharge.
Moore-Ramirez's disappearance has earned him a spot on the Army's online most-wanted list. The site lists him as 39 years old and 6-foot-1, with family ties to the Missouri area and to Mexico, his place of birth.
Those with information about his whereabouts can contact Army Criminal Investigation Command through that site, call the Fort Leonard Wood military police at [login to see] , or contact local law enforcement.

What a coward, hurts kids then hides the day he is supposed to face justice!

Looks to me, given the charges and the probable long sentence, that he should have been considered a flight risk and been in pre-trial confinement.
My opinion is that he has either fled the country or has committed suicide in an unknown location.

Like my dad used to say " if you f*** up, own up." Too bad this coward did one and not the other. Someday, hopefully soon, he will be caught and tried for the crimes he is accused of committing. Until then I hope and pray that he never draws an easy breath and is constantly looking over his shoulder for law enforcement. And now they can add a new charge, AWOL until that changes to desertion.
My advice to this individual would be to turn himself in and face the charges. Just my opinion.

SPC Charles Brown Great wording and could not agree more. Leaving probably just ensured he his locked up once they catch him. He really lowered his odds of even getting a reduced sentence or even maybe being found innocent.

From the sounds of things his innocence is, at best, questionable. Running only made him look guilty if he wasn't to begin with. Again this is just my opinion.

Not exactly the actions of an innocent man. Next we hear, he will likely be found dead of a self-inflicted wound. Too bad. Those kids deserved to get justice.

They let this gentleman wander around after they busted him and he turns up missing on court day.

Yea .. I mean, what are the odds he would have run?
I bet he signed an OR sheet and everything.

So much for pre-trial confinement, huh?"
Sir, as an officer I assume you know what is required to convince a CM convening authority of the need for pretrial confinement or perhaps it is a much different standard in your service then the US Army.
For others reading, let me just say that my experience leads me to believe pretrial confinement is not common, and is NOT commonly allowed for flight risk...That is a unit responsibility.
Most times I observed PTC only when it's national security issue or to stop further violent acts.
Its too much to post, but read the RCM rule 304-305 if your interested in facts vs feelings.

If we have a SJA prosecutor or other informed person here, id love to hear your experience with use of PTC for non violent charges.(that's NOT my opinion of Child Porn...but it is I "think" considered in the way he allegedly committed a nonviolent offense" .. I consider it a violent act, but Im not sure what the law considers it)

SGM Erik Marquez, I do understand PTC and its extreme limitations. That was the point behind my tongue-in-cheek my comment. My experience comes not so much from just being a commissioned officer, but from being a law enforcement officer.
It's frustrating to spend many hours (sometimes hundreds) on an investigation, only to have the individual released after 3 days of PTC.
I get that we'll eventually gain custody of them once again, be it from them getting caught committing another crime somewhere, or during a simple traffic stop in some obscure little town, but that doesn't negate the frustration.
Perhaps I should have worded my response a little differently.

1SG (Join to see), I always like to think things like this are not true, in terms of charges, but that's a long list to get beyond. I can't imagine why the Army let him wander around on his own recognizance. I'll bet he's headed south, and once outside the U.S., he'll be untouchable.

CDR (Join to see). Don't feel bad, I was in the same situation not too long ago. You should head home and go work on my golf game for me....I have a few hours left before we dismiss kids and if the weather holds...opening night of golf league which with the fish biting lately....I have not played for a week. Being a Cubs fan...opening nights haven't been kind to me and tonight is shaping up to be no different. Wow...did I ramble here. Remarks complete.

I'd like to help with that golf game, but I'm stranded on a deserted island, with nary a golf club in sight. The closest thing we have is a make-shift driving range, and the golf carts we use to get around the tiny little base.

CDR (Join to see), just a cursory review of your credentials leads me to believe that you're rarely, if ever, truly stranded anywhere!

LTC Stephen C., thanks for the vote of confidence. Let me rephrase...I'm [merely] STATIONED on a SEMI-deserted island, with nary a golf course in sight.
