We still haven't fixed it though. We need to get rid of all subjectivity. No ratings, no opinions, just factual bullets..

Two Soldiers with completely identical performance can be rated completely differently because of the subjective nature of reports... All opinions need to go away..

I am very much in favor of restricting top blocks on evaluations. "rating inflation" runs amok in a lot of organizations, and a fair, but not walk on water report is viewed as some kind of career killer that needs an EO complaint and a 15-6.

I invite comparisons to my peers. Nothing like competition to bring out higher performance.

Here is what the new NCOER should have in it...A statement from his immediate supervisor, commander that he is ready for the next rank. Period
All of these indicators are total BS..They are always subjective, and mostly overrated...PT Test, I had soldiers who were awful at PT but could do their jobs exceptionally. Al I want is an affirmation from the chain of command that they are ready to assume the responsibilities of the next rank

Couple of things I'd say:

1) The last major revision was 1987, so it's probably time for a change.

2) I like the Senior Rater profile restriction, similar to the OER, which forces the Senior Rater to make tough choices, at least some of the time.

3) This should (underscore should) make centralized promotions more fair.

I'm currently in SLC for 42A at Fort Jackson and we just received a brief from the TAG (The Adjutant General). The old NCOER is over inflated, do ya'll realize that over 92% of ALL NCOs are blocked as 1/1?!! That is CRAZY! How can a promotion board or a QSP board accurately select personnel for promotion/separation if they can't tell who is truly the best and who is the worst? Ninety-two percent!!! That number baffles my mind!

As long as your last three NCOERS are 1/1, you have a photo in ASU's you'll get picked up.

1SG (Join to see) , because boards know that the actual numerical ratings are inflated so they don't pay attention to them. It's all about the Sr Rater bullets and you can tell in a matter of about 30sec who should be selected based on the quality of the Sr Rater comments.

That the numerical ratings are inflated is really not an issue, we've mitigated it by using the comments only.

Now, what will be an issue is that this "top block" is going to become the litmus for selecting folks. This is troublesome because we're counting on 2LTs/SFCs and CPTs to "manage profiles". This is difficult.

There are going to be quite a few folks who have earned a top block, but because of Sr Rater population density and/or mismanagement of profiles, deserving folks won't get the "top block" and won't get the promotion they deserve.

I'm not convinced that this significant departure from the status quo will achieve what it is intended to do.

CSM Mike Maynard I agree about the comments and was aware of the emphasis, but it still just baffled me at how high the 1/1 percent was. I had an idea it was inflated but to here from the TAG himself that the number was 92% was just like...wow.
I also agree with you on the concerns of having junior officers and NCOs managing a profile with no prior experience and not fully understanding the impact of the "top block".
It will take some time and there will be some growing pains but I trust in the long term this will work out for the best...maybe.

CSM Mike Maynard - i don't believe I've paid real heed to the rating blocks.  I look at the 705, and check to see what schools the NCO has completed (whether civilian or military).  AND I see who prepared the NCOER.
