New NCOERs: Separate forms to measure 3 levels of performance

As far as utilizing three different NCOERs based on scope of responsibilty and duty assignments, YES, having three different assessment/counseling tools would be extremely helpful.

The current NCOER is really focused on individual leadership at the tactical level. It is very difficult to capture accomplishments and effort at the organizational level.

At the organizational-level, it's hard to describe in a bullet what someone has accomplished. It's not about sheer numbers, it's about creating a climate, improving morale, achieving increased performance, etc. This is much easier captured in a narrative format.
I will have to reserve my opinion until I see a final product. I definitely believe there needs to be changes made to the current system, I'm just not sure creating three different reports to evaluate performance at different career stages is really the answer. I could see following a two tier system similar to our civilian rating system. I believe we also need to incorporate a formal rating system for our E-4 and below population. We have a requirement to conduct a formal evaluation on ALL our civilian employees, I believe it should be the same for our military personnel as well. I think it is going to create more headache than it is worth, the current system has had many flaws over the years, but it has also been quite effective for many moons. I feel that the new model will be very confusing on distinctiveness from the three variety's that will create the unforeseen problems that we all know occur with any new project or major change to a current in place system.
I am just glad that I don't have to attempt to muddle through the impending quagmire that will come forth with it.
