O-1e pay eligibility question. I've read FMR May 2020 but it's still a bit unclear. Does anyone have specific experience with this?

I am a Navy reservist enlisted E/6 switching to the Army active duty as an O-2. My reserve points total is 1,955 but that includes IDT/IDTT/ ADT / AT/ Deployments. Do all points count toward "e" pay when commissioning from a Reserve component to an Active Duty component? OR is it just my ADT / AT / Deployment points that will count towards the active duty O-2e pay? Again, I am a Navy reservist going active duty Army.

Your points are not what determined your eligibility. Your days spent in an active duty status are what count towards the over 4 years required O-E pay
That means any time covered under a DD-214, anytime covered under activation orders 4 Federal activation, and if you are looking at a points worksheet, any days points covered under the AD column are worth one day per point. Just expect that you will need to take all of your documents to your S1 or career counselor once you get to your first unit and have them do a ba 1506

1LT (Join to see) they don't need to be endorsed, just regular copies of any type of orders or printouts showing the specific dates of your activation. Different services and components have different formats. I have seen what the Navy uses, but the USMC has a very handy database where they are all printed off from, so I assume it's similar.
As long as it says you will report to.... In an Active Duty Status on these days, DFAS will accept it

Turns out I am entitled to "e" pay. ADT/MOB/AT days all counted toward the 1461 active points = 4 years + 1 day of active duty :-) outstanding!

I’m a mustang officer and as others have stated you need 4-years active duty plus 1-day to qualify for e-pay. I had a junior officer under my command who had a bit under 4-years and had to repay 12-months of e-pay back.
When I direct commissioned I took my DD214s plus my drill point documentation and had the AF recompute my DIEMS date and PEBD. I had served more than 4-years enlisted active duty but wanted the documentation updated on the AF side. You should also provide similar documentation to the Army for similar reasons. If you have been a pure reservist with no appreciable active duty that equates to 4-years you will miss out on the e-pay. There has always been a misconception of who qualifies for e-pay.
Good luck with your new career.

thank you CDR! I'm starting to make my own packet of DD 214's , my ASOSH point sheet , and copies of all deployment, ADT, and annual training orders that I have been on. All I can do is try I guess..

I was a LT with a guy who got released from active duty just prior to the 4 year mark to go to west point. He also was not an O-1E.

Okay, that would make sense. My question is more for people that have blended service like guard/reserve to AD that did receive "e" pay. Thanks for the input, LTC!!

My understanding is for the regular army they only count days of federal active service. So they count AT and other days on orders but not drills.
I believe the reserve component counts good years.
Though I am no expert in the area.

IDT points do not count. It's been 18 years since I went through the process and it may have changed. But only points accrued in an active status count towards "e" pay.

1LT (Join to see) - I think for the purpose of determining "e" pay, AT time counts. Basically any time you were on orders.

They will not determine eligibility based on your actions duty points. They will calculate your active duty time based on your DD 214's and DD 220's. Typically if you have at least 4 years of active duty prior to commissioning, you are eligible to fall under the E pay. I am under for someone who is commissioning directly as an O-2 though. Are you direct commissioning?

1LT (Join to see) I'm going to be completely honest, I'm not entirely sure how that works for direct commissions

1LT (Join to see) - Should be similar requirements when it comes to pay purposes. I've heard anecdotes from people that received "e" pay and all of their reserve points counted...then I've heard only a few points count.. the target is 1,460+1 points in order to receive "e" pay. I believe I'll have over that when I get off these ADT orders IF I add ONLY my deployments, ADT, and Annual Training time.

It seems like yes. The regulations have changed and you may be good to go based on points. See here: https://comptroller.defense.gov/Portals/45/documents/fmr/archive/07aarch/07a_01_Jun12.pdf

If I may add on to this, I read somewhere, cannot find where I read it, but if you are a reservist like myself with little to no AD time, but have been in the Reserve component for 6+ years, you may qualify for O-1E pay. Is this true? I am currently prior enlisted SMP cadet with 6 years in and I am looking for the alternative to "4 years and 1 day AD" to qualify for O-1E pay.

So when I commissioned through OCS in the NC Army National Guard, they gave everybody the rank of O1-E. Only a handful of us actually qualified due to prior active-duty time but again, the NC Army National Guard gave brand new candidates O1-E. So maybe you’ll get lucky

E-Grade is based on ACTIVE years. More specifically, you must have a minimum of 4 Active years to qualify for E-grades. Reserve years and Active years do not equate on a 1/1 ratio.
DoD Financial Management Regulation Volume 7A, Chapter 1
Creditable Prior Enlisted Service.
Commissioned officers in pay grades O-1, O-2, or O-3 who are credited with over 4 years (i.e., at least 4 years and 1 day) of prior active service as an enlisted member are entitled to the special rate of basic pay for pay grade O-1E, O-2E, or O-3E.

You need to know how many retirement points you've received thus far to do your conversion. Reserve service is “converted” to active service by dividing retirement points by 360.
Example: 7200 points divided by 360 = 20 years of active duty service
