Read my Scenario...
On my previous deployment, I was senior medic/Squad Leader on a QRF/PSD. We got into a nasty complex attack one day, and our battle captain wasn't in comm's with us, so doing what a butter bar would do, he made something up and sent it up. Later on, we were all filling out sworn statements for CAB's (On my previous deployment, I had earned a CMB, but was repeatedly told I cant earn a CAB due to my MOS, not a huge deal). Our BC gave us about 4 or 5 different excuses of why we could not get our CAB's, ranging from the Brigade Commander said no, and he was fighting for us (Which made little sense to me because it is a battalion level award) and then after 3 or 4 more excuses, we were told "You were in vehicles, your life wasn't in danger". Then our S1 found us the policy letter by CJTF which states commanders can not add to CAB requirements. Eventually, soldiers at battalion confirmed to my platoon what we had deduced, that he doesn't want our sworn statements to be looked at, or it will show the battle captains error and look bad on him. We asked for our sworn statements back, to re-submit it to the CoC of other units with us during the attack. At that point, they promptly shredded them... and claimed they were lost... After that encounter, our company did not want us sending up CAB awards anymore, for any reason..... We were all sold out by our own commander for one persons OER...
Recently, there was a battalion Change of Command, and it got re-sent up and has a very high probability it will be signed. Again, I am no longer in the Army, awards don't matter to me... but it got me thinking...
When Officers or SNCO's are doing the wrong thing, is there any place that exists where you can actually do the right thing without legitimate fear of Reprisal? I know IG and EO don't move people, they attempt to 'solve' the issue. (Which just means IG will tell the person your complaining about that you did it, and your probably going to end up on post police every weekend from here on out or get a bad NCOER), but how can you report wrong doing without being punished for doing the right thing? There were also plenty of other situations where I and my fellow NCO's were told to do the wrong thing, and when we objected we were told we were not being "team players". Again, something that may be used against is when they write our NCOER's....
