Just watching the most realistic military TV show ever, (sarcasm) JAG.
Col Cresswell was selected to head up the Jag Corps but its a two star billet so they promoted him to MajGen skipping BrigGen. I'm not really up on promotions at that level, but can that possibly happen? I imagine it would piss off alot of one stars if it did. I know there are rare cases where rank can be jumped but not sure if this is one of them.

It can happen but is rare. It is a bit more common in the National Guard. My BCT commander on my last deployment went from COL to MG when he was selected to be the State's Adjutant General. It is a two star billet. This is a appointed position and is not something you promote into.

It is of note that LTG and GEN are not permanent ranks. The rank is tied directly to a billet. If you lose the billet without transferring to another 3-4 star billet, you revert back to a 2 star. This is what happened to the Vice Commander of USSTRATCOM when he got caught up in fake chips at a casino. He was removed from the billet and went from being a 3 to a 2 star Admiral.

I never knew that. In our state the Top officer is a 2 star. It is the same as you say, a billet. What is unique here in the NG is that he is not federally recognized as a 2 star at first. He gets the rank under the authority of the Governor and will work all the requirements till he is federally recognized. I saw our Top guy do a federal mission and he had to wear one star due to this.
