Regulation says it takes 12 days for ATRRSS courses to populate to the PPW. If it's taking longer, could I get S1 to add it manually?

It's irrelevant at this point. Points are pulled on the 8th of the month, your S1 won't return to work till the 30th.

But to answer your question, they cannot add correspondence course hours to your PPW. They can add resident courses you've taken that have a three digit code, but they cannot update your correspondence course hours.
