Remember right after 9/11, every base had tight security measures. Have we become slack since that attack? Entering Post gates, airfields, motor pools. Should we increase or decrease security measures?

We did tighten and then loosen security requirements, but we could not afford to maintain that level of manning for ever.

When we temporarily increase, it screws everything up. So if we plan to do it regularly, we'll need a lot of infrastructure improvement first.
