That's unsat, SPC(P) (Join to see). Maybe that Vietnam Vet can teach those young officers-to-be a little something about duty, honor, country.

First of all... this is sad... and rather unexuseable... if the photo is the whole story.
With that said, look at the picture again.
Center appears to be an NCO... with a tower of power... before jumping to a conclusion that these are "cadets" that "don't have a clue" consider that what may be happening is that the NCO is prepping a plan to rectify the situation. Anyone ever hold the "garrison" flag... wet? That is not a task for a fire team...
My point is... before you offer a negative to a "snapshot" take a minute to gather some more facts. That means me too... cause when I looked I shook my head... until I blew the picture up a bit.

Im glad I'm not in that PMS's shoes. If that goes viral on Facebook or YouTube he will probably be relieved. Those cadets are totally unsat. and should get counseling and demerits.

SO, this goes to ask....what are the current leaders (Cadre) teaching them? I know the PMS is a selective board, but the APMS are not, should they be?

Just a thought, but is that ROTC's flag? The university's? Athletic dept? Im not saying ignore it, but if its not "your" flag, you're stealing something.
At my last unit, the reserve center was asked by Georgia Tech to provide sailors to hold the flag on the field during the national anthem. As I'm an alumni, I jumped at the chance. They waited until the last second to give us the flag, when we were on the field, and it was heavy (without being wet) and unwieldy. Took 30 of us to hold it dry (waayyy more then 4 kids holding it wet). And what if we had taken it off the field through all the underground, simply because the university/athletic department violated flag code? Headlines: "SOLDIERS STEAL FLAG DURING COLLEGE HEROS' DAY". "Yesterday, sailors and Marines from NOSC Atlanta were caught trying to remove the large flag from Georgia Tech's stadium..........."
Did I like seeing future Officers standing next to Old Glory, wet and fallen? No. But, a picture is not the whole story (Covington Catholic kids, anyone?).

It is not wise to mistreat our flag. You might think you got away with something but quite possible that the observation you got will come back to bite you later. That person advises the cadre what you did might end your future at camp. Then again you just might receive the best ass whip pen ever. Too many people getting pissed off for mistreating our flag.

I vote for a week of BUD/S "Hell Week" as punishment for all those who knowingly and willingly disrespect the flag while in the military or ROTC/Academy. The catch is there is no bell ringing involved.
