Some morbid curiosity I looked up the yield (estimated .011KT) and injury is still possible at 1 mile of blast radius. I would say anything 1 mile or less is danger close.

The magic number is when the overpressure from the blast drops below 2 psi. 5 psi still is,classified as universal injury

I found a UN detonation calculator for EOD use. I plugged in the MOAB explosive weight (estimated) and got about the same distance.
