Defense Secretary Ash Carter's blunt assessment that Iraqi forces lack the "will to fight" undermines a central premise of President Obama's strategy for defeating the Islamic State: that Iraq's military can effectively handle ground operations so Americans don't have to.

Defense Secretary Ash Carter has an excellent point. Sunnis led by Shia officers have no will to fight - it is a lose/lose situation for them, since the government purged the Sunni leadership.
They are not a unified country now; the gains made during our years in Iraq were lost when we exited prematurely and allowed the situation to degrade again into sectarian fighting.
