Should Commands make their Soldiers complete SSD?

I currently have a Commander and a higher Command group that believes that all Soldiers should be forced to complete their SSD now. I believe that this course was set up to gives Soldiers the oppurtunity to complete as needed and it is self paced. If a Soldier does not want to move forward in his or her career than they should not be forced to.

Seems unfair since all you really have to do is go to Wiki Answers and get the answers. The website seems like it is non-user friendly as well.
