Would this allow for good secure chat between Military Personal (Past and Present) to communicate more effectively.?

I think RallyPoint owns that title right now. If DoD were smart they'd check it out and if the RP staff is smart they won't let DoD get their grubby little hands anywhere near this site.

Given that the Army has discontinued providing AKO email service to retirees (something we were told would be available for life) I doubt it.
However; it does seem that the new "Soldier for Life" website may be getting some enhancements that make bring it close; at least on the Army side.
As for DoD; I strongly doubt it has even been considered and given the current state of affairs in DC, I don't believe it will be anytime in the near future.
