It is quite clear the Islamic extremism has declared war on the West. We should become the hunter and not the hunted: how?
The president customarily asks Congress for a declaration of war, but the Constitution says that the authority to declare war resides in Congress. It has occurred to me that most Americans and their elected representatives would rather avoid these issues than take action. We're too busy with Pokémon, texting while driving, partying, and making money to upset the apple cart with anything as barbaric (shudder) as openly declared warfare on a non-nation entity which hides in failed states and uses assassin tactics: Old Man of the Mountain: look him up.
We should quit kidding ourselves, our forte is not negotiations. What we're good at is combat operations. Maybe we should grow a pair.

Congress has a long history of not wanting to declare war. It is a large responsibility, and they seem to prefer playing political back and forth games, occasionally authorizing funding but not declaring war. The last formal declaration of war was WWII, so I wouldn't hold your breath for one on the Islamic State.

Capt Lance Gallardo - I think Obama will do nothing but pass this onto the Hillary Clinton Administration when she and Bill move back into their White House again. And they will be too busy renting out the Lincoln Bedroom and pulling in more big bucks for their foundation. And Hillary has some huge legal fees to pay down...And Congress will not touch this when they get back from vacation because they want to hold more hearings trying to nail Hillary again...

Sgt Tom Cunnally - I think Congress on its can declare war on ISIS and all of its members without Presidential Cooperation. Obama has been horrible in setting the tone or leading the Country in this war against Evil Islamic Fundamentalist terrorists, whom he can not even name correctly.
I wish Congress would consider drafting up articles of impeachment against him, or at least a no confidence vote at the minimum over his lack of leadership in the War on Islamic Terrorism. Bill Clinton got impeached over a BJ and lying about his affair with Monica Lewinsky.

Terrorism is much more abstract than people think. It has no borders, no centralized government, no uniforms, and no clear target, which make is difficult to fight. In many ways you are fighting an ideology, and a mindset; there is no diplomatic route to resolution, so there has to be another way.
In regions where a lot of terrorists come from there are generations of hate towards the US or the West in general, and that breeds what we are seeing all too often today. What a lot of people don't see or understand (or don't want to) is that Bombing, war, destruction is not the only way to stabilizing relations in that region, but the humanitarian efforts that we are doing in Afghanistan and Iraq, possibly will help pave the way towards some sort of peace between us. This is playing the 'long game' and while the 'short game' will deal more immediate results it will do nothing to ease the resentment they have towards us, it will instead continue to fuel their resolve

One issue: in January, the Senate deliberately refused to act on President Obama's request for authorization for the use of force under the War Powers Act to explicitly fight ISIS.
Instead, the existing US authorization for its current use of force is based on a broad interpretation of the 2003 authorization - 13 years ago.

NATO heads of state did have this topic high on their agenda. Their official communique stated:

In the past months, we have faced terrible terrorist attacks on our soils and in our cities. In response, all NATO Allies and many NATO partners are contributing to the Global Coalition to Counter ISIL. Hillary says "Once again our thoughts and prayers are with the people of France" Loretta Lynch will once again caution us about rushing to judgement ...Trump keeps saying " I told you so" and widens his lead in the polls. Congressional Democrats will blame the NRA/ weapons in the hands of the wrong people.

Was it in 2012 I saw on the news the coverage of Syria. Journalists and independent footage surface of the people pleading for the USA to help them, meanwhile we helped Libya. I don't know those people but images of civilians getting stacked up like sandbags as Clint would say, had me thinking I'd go -we should do something. As it unraveled over the next few years we have what we see today. President Obama drew a "line" it was also said that China and Russia would condemn US involvement. It has been handled so ugly by the Obama administration, at least on it's face, we shouldn't give President Obama anything for the remainder of his term.

The president cannot declare war, only congress can. If we were to declare war on ISIS/ISIL/Daesh, it means we would acknowledge them as a nation. If we were to declare anything, it would be to remain vigilante in our own soil, as well as combating further threats in their own. This would require to combined efforts of many nations working together.
