Should the military implement a program like this to insure clarity?

Did you ever perform PMS when you were in the Navy? Those MRC's, while pretty long, are also pretty straight forward. I liked to say they were just about idiot proof and written on an elementary level.

MCPO Roger Collins Gundecking is all about bullshitting your way through. It comes from when the sailing ships had ports with cannons behind em They would put an extra layer of ports with nothing behind to intimidate another vessel into not attacking/surrendering without a shot. It became a term referring to faking that kind of faking it. Not doing the work, but presenting like it was. Why do I still remember this?

Lots of PMS. I always felt it was a good way to keep things working and hopefully spot breakdowns before they happened. The instructions were pretty simple.
When I was in boot camp, long ago, I somehow found out that Navy boot camp was designed at the fifth grade level. It was about the least stimulating time of my life. Everyone in my boot camp company had at least one year of college. BORING!
