Since BAH rates have gone down since I arrived at Fort Riley, when I get promoted to E-7, will I receive the old or the new BAH rate?

As far as i am tracking you are grandfathered for the higher amount for your current rank, but when you promote you will follow whatever is current for the new rank.

That's exactly right. You're locked into the higher BAH at your current rate to protect you, but that protection lifts once you get promoted
