Since my name did not come up on the January promotion list, how can I get this fixed so that my promotion will reflect January 1st?

I'm an 11B, SPC with 380 promotion points. I completed BLC November 21st. And I'm Active Duty Army. My name did not come up on the January promotion list, how can I get this fixed so that my promotion will reflect January 1st. What else do I need to do to insure my name does come up on February.

You have to find out why it didn't. For some reason you aren't promotable right now. Usually it's an expired APFT or weapons qualification.
Unfortunately, you're no longer able to request to have the mistake corrected to be promoted to the month you should have pinned. However, it is easy for you S1 to reintegrate you into the promotable list for next month.

That shouldn't be, my apft is good and my weapons qual... I should still be promotable. My erb says I am.

Then you need to speak with chain-of-command and find out if there is any sort of non-promotion counseling in your packet. Since you should already have been counseled and be aware of this, check and see if it has been removed from the record or listed as resolved in later counselings. If you believe all of the promotions you are to receive are automatic or deserved because you've "done your time," you are wrong. I'm going to assume that neither is the case, but make sure there are no bars of any type that you can think of or imagine might be holding back a promotion. As SGT Matthew Kletzel is correct in that the paperwork going through HRC is taking time and depending on when it reached them for processing. Remember that the Army keeps it's own schedule! I've known an E-6 (P) who (in his own words when he addressed us as our PS) stated he was waiting on the Army to formally promote him to E-7. If I recall, that didn't happen for up to six months later. It comes easier and sooner for E-5's, but you should have been in long enough to know that YOU don't determine when you get pinned, your chain-of-command does. If memory serves, they can still hold back the pinning even if your ERB reflects a higher rank. That might be some old BS I heard, but I have seen it done to done to E-3's presuming they could throw on rank when they wanted to not when it was permitted by command.

SGT Jim Wiseman - What you said about pinning I have observed as well BUT....and this is a very minor point but local chain of command can be overridden in the "when to pin" decision by ABCMR. Happened to me. Promotion orders signed by a one star General and stated "promote immediately and without delay". The MEPS screwed up my college credit for rank accounting so I filed with ABCMR after I was assigned my first unit. So just a minor point if the promotion is to correct a past mistake, local chain of command cannot interfere with it if so stated on the orders.

Verify that your points are correct on your battalion’s C-10 roster. Your S1 is responsible for making sure it is correct. While you are consulting with S1, ensure your 1059 is in your records. Also make sure your APFT and weapons are up to date on your PPW. I have seen instances where a Soldier has lost their P status because their 705 was never uploaded and “expired”.

Make sure your 1059 was submitted. If your NCOA submitted it, it may take HRC a bit more time than if you personally took it into S1.

SSG (Join to see) I know of an NCO who recently found out his promotion had been getting delayed since 2013, because the NCO Academy had not inputted his ALC 1059 correctly in the system.
SPC(P) (Join to see), make sure to check this as well. The Army won't backdate promotion due to other people's mistakes. The onus is ALWAYS put back on the Soldier for not having done more to correct their own problems, even if you went through all of the appropriate channels. According to para 3-18a(2), AR600-8-19, you can email your BLC 1059 to HRC yourself, without going through your S1. Here is the email from the regulation: [login to see] ; I had to do this when I graduated SLC, in order to get my promotions orders for E-7 the following month. Here is the excerpt from the regulation:
"(2) Basic Leader Course. Soldiers competing for selection to SGT do not receive promotion points for completion of BLC (BLC completion is a requirement to fully qualify for promotion to SGT). For Soldiers in possession of a DA Form 1059 (Service School Academic Evaluation Report), and no course graduate entry in ATRRS, eMILPO, and/or EDAS, a copy of the DA Form 1059 must be sent to the Commander, U.S. Army Human Resources Command, 1600 Spearhead Division Avenue, Fort Knox, KY 40122–5407 (or the appropriate RSC for TPU Soldiers) or email [login to see] for validation, inclusion into ATRRS, and update of appropriate military education level and military education status in the TAPDB or applicable system. Graduation of BLC must be made a matter of record no later than the 8th calendar day of each board month (refer to fig 3–3) in order to fully qualify the Soldier for promotion pin-on to SGT. Check with Personell and review your records. You may not make this list, but the next list with date of rank backdated.

Ask your 1SG to inquire at the next BN 1SG meeting to find out if it is systemic or just you. My bets are your not the only one waiting and your SPC(p) cohort that made points was larger than the amount of SGT's the Army expected.........so they may have pushed some forwards into the next month or two. And they can also raise the point threshold for next month as well.
Historically E4 and E5 are difficult to manage because that is the rank people hit before their first ETS date and the Army is bad at times at predicting retention over ETS.

SPC(P) (Join to see) - So just to give you a heads up. This won't ever happen again but back in the Early 1980's when I was in the Army was experimenting with what are called COHORT companies. Thats where the Infantry OSUT training company all gets the same first unit assignment, promoted at the same time, etc. What they failed to consider was the effect it would have on SGT level promotions with everyone reaching SPC(p) at the same time. Now as a PFC when it happened I thought it was somewhat humorous that about 1/2 to 2/3 of my Infantry company was SPC and none of them were getting promoted. The month after the Army bumped the points for 11 Series up to like 950 total to make SGT. Some of the SPC(p)'s were really PO'd, and ETS'd over it. So in 6-7 months the Army cleared the mess via involuntary ETS and reclassing. Anyways thats how I know about all this. Happened in 1984 or 1985. It won't happen that badly again because the Army doesn't have the COHORT company concept anymore which caused the issue of the promotion logjam (they learned the lesson back then).
