So I’m trying to submit my 4187 to reclassify to 35L which packet mos and is also a critical mos for the army. My Co commander wants me?

When I posted this question it didn’t look remotely close to whatever this abomination is. I submitted my 4187 for reclassification into the 35L MOS but my commander wants me to complete ALC before he gives me a signature. Even though it’s a packet MOS is he allowed to not send it up to the battalion commander for his approval ? He did state that he’s not approving it nor disapproving it.

Your commander can require you to go to NCOES. The only bad part of that is the technical training of your current MOS isn’t likely a benefit once you become a 35L. Either way the commitment towards your application to CI is well worth the hassle of going to a school for your commander. SGT (Join to see)

Have you talked to Counterintelligence Special Agents? Contact your local ones. There is probably a 902d MI Group office there.

I did sir, all he stated was that I needed the 4187 signed by the battalion commander so we can do the interview. It didn’t get pass the company commander. I was told by the company commander that he wants to see more out of me in my section and to go and pass ALC.

SGT (Join to see) - Obviously, I do not know your situation but your commander and chain of command know it much better than I would. As a CI Special Agent, you will need to be able to influence others. 1. Did you impress the CI agents? 2. Did you impress your chain of command?

The CI Agent that I spoke with stated that he would only give me the interview once I had a 4187 signed. I only been on station a little over a year so they don’t really have a lot to go on, so they wanted to see how I do in ALC first.

If nobody pointed it out yet, your commander does not have the authority to simply "not sign". The Commander must sign with his recommendation and process it through. Even if the Commander recommends disapproval, he has to sign.
