Soldier will not show up in uniform. Sm won't listen to anything. Won't even show up in uniform to go to appointments. What would you do?

4856 with magic bullet. Once a paper trail has been created and you've provided evidence that you've tried to reform the soldier then recommend for NJP/UCMJ/chapter.
This assumes the soldier cannot be rehabilitated, which with the limited information you've provided is impossible to determine. I've had one soldier like this, that's basically a "failure to adapt" but is well past the point where that chapter can be levied. All you can do is create a mountain of evidence proving you've tried to reform the solider and they refuse to respond to corrective measures.
If for whatever reason it's believed the soldier is reformable, then still do 4856s minus the magic bullet and have a serious "come to jesus" conversation explaining in explicit and unambiguous terms what is in this soldiers future if they don't shape up.

PO2 Corey Ferretti DA Form 4856 is what the Army uses to write counseling statements to soldiers, so if that sounds like a counseling "chit" then yes. The link below takes you to the most recent version I could find.

If his NCOs are taking care of it at their level, then up the chain for non-judicials. If that doesn't take care of it, UCMJ.

I am not in the chain of command I am in the platoon. I am the one proof reading everything and getting updates to keep my Psg informed. I do not wish to disclose the sex of the sm

You are in the 1-72 Armor HHC mortar platoon, pretty sure we know the sex, but it doesn't really matter.
Put an NCO escort with them at all times, make sure to document everything properly and talk to your Brigade JAG, they are your best friend in an event like this. I have dealt with similar situations in the past.

Yeah if there is 8 in one day sounds like something else needs to be done. Can Captains Mast not be expedited for a case like this? I think you guys call them Article 15's

Sounds like you have one of those guys. We have all had them. The guy that will not shower, the guy that is always AWOL, The guy who can't keep up with his weapon... there are a million of them.
Sounds like your PTL Daddy is tracking. Sometimes these things take time. As a lower ranking NCO you have to pass it up the chain and let it make its way up. I understand where you are coming from. We want this stuff taken care of before it effects other soldiers. So I am told, the higher ups have a lot of stuff on their plate other than just dealing with disciplinary actions.
As you are not his direct supervisor it should be on his squad leader to insure he is taken care of.
I would say that you could use this as a "what not to do" with your soldiers and ensure that they understand that this is not what is expected of a soldier. Make a positive out of this.

Well at this point he has given you no choice send him up the chain. This Soldier is pretty much telling you to F-off with out telling you. What is his/her rank. We had a seabee like this once with in a 2 months he was separated from the Navy.
