Does the Tik Tok ban apply only to military devices or also to SMs' personal devices? What law, policy, regulation, or memo covers it?

I have a question about the ban on Tik Tok for military service members. I was trying read up on it. Only could find was it was banned on military devices. I would like know if it banned for SMs or just on Government devices. Also if it is banned what law, policy, regulation, or memo covers it

It's only banned on military devices. Meaning, if you have a government issued phone you won't be able to download it to your work phone. That's it.

It was originally only in China. Made in China for Chinese. Where everything people use is monitored by their government. Now it is also out trying to get others to use it.
