We have all had to write an evaluation form on a subordinate. As leaders we have all had a subordinate that should go do something else. What NCOER/OER bullets have you used or seen that while being funny are just way too sad that they were actually true.
For example I used this once "Displays the military bearing and discipline expected of an IET Private"

He's a jarhead for sure but the jars empty.
He can put on the uniform which in it's self is impressive.
He's great at PT if PT consisted of running 5 ft
Leadership ability of a dying cat
Takes orders like a retard chasing bubbles
Can't counsel said Marine, he's crossed eyed and I lose my bearing.

Submitted on an junior PO2 who treated those who reported to her like children. Almost made it to her record, the entire chain of command agreed. The Commanding Officer changed it after much thought.

That is clearly being deliberately unfair, because it technically means that he meets all standards while also saying that he does a crummy job.
And people think bullying and favoritism aren't an issue in the military.......

Actually PFC Rose, it was being deliberately FAIR. Especially to the others in the unit, who were not just meeting minimum standards, but growing, exceeding standards, achieving more. It stated they met standard, but only just. If you haven’t, in your many years of service, yet met someone in your life/unit/work team yet that only barely (but consistently) made minimum effort to just cross the line... you will. And you have either helped carry them, or....

PFC Elijah Rose - Reading through all your comments throughout this thread, I'm damn glad I never had to serve alongside you. I get the sense that you have been, or will be, subject to some version of one of these eval comments at some time in your military "career", and it wasn't you who displayed deficiencies, but your superiors who had unrealistic expectations regarding standards and you meeting them.

In the late 1980's there was a list going around which was compiled by some of the junior Marines who reviewed fitness reports for sergeants and above. I wish I could find that list, but here are a few I do remember:

-Can juggle cotton balls in a hurricane.
-Marches to the beat of a different drummer and fortunate we could not find that drummer.
-I would rather have a vacancy in my unit rather than have this individual on my rolls.
-I have known the Gunnery Sergeant for years. He fat then and he is still fat now.

I didn't use any of these. I was really tempted though:

1 of 3 recommended future positions : Front Leaning Rest
Marginally achieved autonomous breathing
Able to tell left from right 80% of the time
Considered an excellent candidate for post-military Vo-Tech Training
Able to recite 100% of the dialogue from recent movie titles, able to recite 75% of the National Anthem

Our Platoon Leader was extremely challenged so my buddy who was Platoon Sergeant had a Senior Rater comment that basically said, "Effectively led the platoon despite having the worst Platoon Leader in the U.S. Army"

Although he is ranked 5 of 5, he would have the same view if there were 30.

There were others when I was rattling around Millington, but I always remembered this one.

Not funny at all, but pretty damn real.
In my Navy Reserve unit, I had a black female SK1. She often failed to show up for drill, and failed to show up for the Chief's exam, not once, but twice. Her work was acceptable when she did show up, but the second time she missed the exam, I pulled her recommendation for Chief.
She was pissed, of course. Was going to charge me with racism, sexual harassment, the usual. I took her aside (with my SKC present) and explained to her that she was fortunate this was the Reserves and not Active Duty. Had it been the latter, the FIRST time she failed to take the exam, she wouldn't have had to worry about the recommendation because, being subject to the UCMJ, she would have automatically been busted to SK2.
That was the last of it. She never showed up to drill again while I was with that unit, and I transferred to another unit later that year.

My college roommate. I went to Ft Riley and he went to Ft Lewis. He got an OER where the Senior Rater block was 2 words: "Eliminate Expeditiously"

Didn't use these but have heard these as jokes:
"Out of all the Sailors I know, Seaman X is certainly one of them"
"Ranked 7 out of 6 junior officers at this command"
"Primary duty: Ne'r do well"
Also recall Cary Grant made a notation on an Army Nurse in the film "Operation Petticoat": "Possible enemy agent?" LOL
