What agency can you go to in order to dispute your retired pay amount?

I was being paid for 26 years while on active duty, at retirement they are paying me for 25 years 11 months and 24 days. Additionally after being retired for over 15 years a GS-12 sent me a document moving my retirement date back from September to August. My last LES had my Pay entry base date at 03 June 1971 and when I requested to Retire in September of 1997 I was being paid for over 26 years. My final orders had a retirement date of 01 September 1997

You'll contact the DFAS Retired Military & Annuitant* pay folks.
Regarding the amount of time, that is all calculated at your outprocessing. While you are ">26 years" for monthly pay purposes, your retirement is calculated down to the day which may not (for example, if you had a mixture of RC and AC time, if you were delayed entry, if you enlisted and had a break before becoming an officer, etc)
If your date was adjusted erroneously, then contact the R&A folks, provide them the documentation and find out why it was moved.
PS. Read further below in the comments to this response regarding PEBD likely calculations for your total time.
