I am applying for a position in Fort Shafter as a Tour of Duty, and it's open to Guardsmen. What are my chances of getting that position? It requires any engineer MOS (primarily 12B) and e4-e6 rank. Is there any reason I shouldn't apply? Any advice?

You'll get bah for your hor. I did it. I got an apartment that was furnished so I had housing. I was able to sleep on a cot for a couple days until I found housing.

Always apply. Be sure that your TOD profile is up to date with your 705, medpros screenshot, and a current biography as well as your most recent evaluations. This is a job application. Make sure it's complete. Also, contact the POC listed for the job to see if it's been staffed. TOD is just the formal process for going through channels to get orders. I've done several tours through TOD and it's best to touch base with the POC listed in the position description for more detailed guidance. It also gives you a chance to make an initial first impression.

And as an update, how long after I apply will I know? The tour is a year long and I'll want to be aware ASAP so I can get squared away.

As a former Tour of Duty manager at NGB, I would say that you should do two main things:

1. Ensure that you market your skills and experiences that set you apart from others when you apply.

2. Call the POC directly and ask. Do this after you have developed the image you want them to see (be truthful) so that they can go into your packet after speaking with you. Then you'll show initiative and will be at the top of their mental list.

How long it takes is going to depend on how quickly they need to fill the position and if they actually already have the funding for it. Even after you've heard that you've gotten a position it may be a while before orders are cut. And nothing is truly official until the orders are actually cut.
