I’m seeking information on my NCOER. Early this year I received a local GOMOR. It was warranted unfortunately. I wasn’t in a good space mentally and acknowledged it I had asked to be removed from my section to no avail. I ended up dropping the ball big time.

My NCOER had a Did Not Meet in the character block but still Met Standard and Qualified from Rater and Senior Rater. This is my first and only bad NCOER in my file. It was a change of Rater.

What are my chances of facing QMP? I’m sure my next three evals will be great. My previous three are top blocks pretty much.

A QMP review is automatically triggered by HRC in four situations:
● GOMOR filed in your AMHRR
● Conviction by court-martial or recieving an Article 15
● Relief for Cause NCOER
● 2x NCOPDS failure noted on an AER

An NCO can also be referred for QMP review by a GO (or designated representative) with General Court Martial Convening Authority (GCMCA) or by the HQDA G-1 (or designated representative).

You said the GOMOR was local and you didn't get a RFC, so that wouldn't trigger the automatic referral. As the GOMOR was filed locally, it's probably not likely that a QMP referral request was sent to HRC (it's still possible though).

What's likely to happen though is the next time your file goes through a HRC evaluation or selection board, the evaluation/selection board will refer you to the QMP board.

Character Did Not Meet Standard goes to QMP 100% of the time.

Is that even if my comments state it was not an EO or Sharp violation?

MSG (Join to see) - That is a good question, because the assumption is always that it is one of the two.
And the assumption is that HRC would only forward it if the reason was one of the two.
