I could be wrong here, but I’ve been told that it’s only proper to wear the full uniform if you’re actively serving or if you retired. I’d appreciate clarification from someone with a bit more authority on the subject, actually.

I thought AR 670-1 only applied to personnel currently serving? It references “on duty” and “off duty” wear of uniform but it seems to me that neither of those terms properly apply to a SM who has completed their contract.

I think it does. It's a LONG policy. There are parts covering civilians (who've never served) as well as honorably separated veterans. Dishonorable people are NOT allowed to wear it thankfully.
