What are the chances of a prior serviceman/woman commissioning at a rank higher than O1?

I'm prior service Navy in college for cyber security. I'm planning on doing Army ROTC and possibly joining the Army Reserves as well so that I can commission as an officer when I graduate in 2021. Would my prior service matter in this instance?

Not as a 17 series. Anything higher than O-1 requires a direct commission or specialty such as Doctor or Lawyer with a specialized graduate degree or doctorate.
Prior service officers start as O-1E with a different pay scale depending on the length of your prior service.

O1-O3 essentially get the "with 4 years in service" rate. O1-O2 with more than 10 have a higher "cap" than their peers with the same TIS
