I am living here in Germany, and I am curious to see what the rules and regulations for a veteran seeking to find on post employment. I have heard from many that if a veteran living in Germany has a (German residency permit), that employment on post is not possible. Any body who might be able to explain why this is?

Like anything it is a poerwork drill. You first have to find the contractor with open positions. If German nationlals can work on base you can. The real issue is the amount of competition for such positions. Good luck, and thank you for your service.

If the job requires a Secret or Higher your chances increase greatly, You will still be subject to German taxes I believe?

if you want to be a government contractor you first have to work for a company that has a contract with the government. if you want to be an army civilian or Marine civilian or Air Force civilian use usajobs.gov Army civilian Etc personnel are not contractors if their employer is the dod being a veteran it gives you preference over anybody else that's putting in for the job but it's not a guarantee that you'll get it. As for a spouse they also have a preference and they have an easier time transferring when you change Duty stations. I'm not trying to be a know-it-all but I'm a former Army civilian employee. My father is also a army veteran and retired army civilian

I can't say about Germany, but when I was running the job in Okinawa I passed the need for employees By Word of Mouth. If you know other people who are contracted in your area express that you're looking for a job, they may have an opening that just isn't made public.
