I'm confused by what point you are trying to make with this question. Are you asking if PCS awards should be a thing or not? If so, yes they should be a thing. Service members work hard at their duty assignment and deserve to leave with something hanging over their chest pocket.

My professional opinion on ALL awards is that they should be based off of merit and achievements versus rank. I cant tell you how many battles I fought for my Soldiers and NCOs having awards downgraded because a Sergeant who's been in the unit for 4 years, deployed, achieved many great things with his Soldiers and squad, and represented the Squadron at many higher echelon function's doesn't deserve an ARCOM because he's just a Sergeant. With four strong bullets quantifiable, I saw no reason why it got downgraded and just because of rank. The reasoning behind it from our SCO was that only Staff Sergeant's and Above deserve ARCOMs. Awards are a tough battle, however, it's a battle I'm willing to fight to the end-state for my Soldier's and personnel that deserve it.

Keep fighting the good fight on that. Awards shouldn't ever be gifted, but due recognition should be recognized, regardless of rank.

Permanent Change of Station...basically when someone is placed on a assignment to a new unit, should they be given an award for their time at the unit they are leaving.

SGT Roncari: Yes it is after your time and mine. I was in at about the same time as you and I never saw anyone get a PCS award or an award when they got out. In fact I saw lots of people get out with nothing but a National Defense Medal and a Good Conduct Medal. It they went to Vietnam they got a Vietnam Service Medal and a Vietnam Campaign Medal. Other than qualifications badges that was normally it. In fact many of the medals that everyone gets today didn't exist including the Army Service Ribbon, the Overseas Service Medal, the Army Achievement Medal and the NCO Professional Development Ribbon plus a few more. I spent two years in one battalion and during that time I saw three people awarded an Army Commendation Medal. In response to some other posts that I see officers in those days didn't get medals for nothing either. At least not where I was. In general it was unusual to see people with more than 2 rows unless they were actually a war hero and had been around since Korea. Generals usually had about 4 rows and most of them had been around since WWII. I know that times change but to me what we are doing now makes most medals meaningless.
