This sounds too much like prepping for another NAZI GERMANY! - monitor and track what the Government considers the "undesirables". And for what purpose?
Would they then micro-chip people with speech impediments? Someone with a limp?
This would be blasting open PANDORA's BOX!!!
This would be a HORRIBLE, HORRIBLE idea!

I am very much opposed to this idea. Given the subjective and fluid natures of mental disorders I cannot condone this. It also would seriously violate the right to privacy.

Why and to what do we define as mental disorder? Remember female hysteria use to be an actual medical disorder.
