What does the earliest passing of the defense budget in my memory mean to you all?

I believe Congress thinks they have a blank check to have all the fun they want without consequences...

Well, they do have a blank check since they have all the power to spend money. Getting a budget on time means they can start new projects where they can't with a CR.

I don't consider the NDAA to be the budget. It authorizes spending, but it doesn't provide the money to actually spend. I'll await judgment until they actually pass the appropriations bill, and see what they actually provide the funds to accomplish. Congress can authorize whatever they want, but until they provide the funds to spend, it's only a notional budget.

CPO Amb. Terry Earthwind Nichols - Pretty much. The real fight comes over money to fund these grand ideas. Increasing the amount of money put into the defense budget requires a) offsetting cuts elsewhere in the budget (which Democrats won't like), b) increasing taxes (which Republicans won't like), c) increasing the deficit (which both sides won't like) or d) some combination of a-c. Given the slim margin in the Senate, and the lack of strategic clarity from the WH, I just don't see an easy path forward that will make enough people happy to pass a complimentary appropriations bill. I suspect either a series of continuing resolutions or an appropriations bill that is much less grandiose.
