What exactly is a Change of Rater NCOER? Is it a new one with different names on it, or is it an actual form that is called Change of Rater?

The details are as follows. I was recently promoted, switched units and my old unit still owes me my NCOER. My final month at my unit I filled out my support page as needed. I am still waiting on my old unit to give finish that NCOER. Now with my new unit my Platoon SGT will now be my rater when he does my NCOER he will just put all of his information on the next NCOER? Correct? or is there an NCO CHANGE OF RATER ? my old or new platoon SGT needs to fill out? if so what exactly is a CHANGE OF RATER NCOER?

You are an NCO, you need to review the regulation and ask questions about what you don't understand, as opposed to asking the random, faceless internet to explain an answer that I already spelled out in written form per regulation.

You've already gotten the "you're an NCO, look it up before you ask," so I know you'll do that in the future.
The problem is your entire NCO support chain, or whatever that is referred to nowadays, gets a No Go for permitting you to transfer units without this being completed. You may have thought they were squared away, and they may believe they are squared away, but this shows they aren't. This is why you have to read every AR, DA Pam, FM, TM, and local corresponding policy memo/letter for every issue.
Don't assume competence based on grade, position, or level of education.

As a NCO, you should be able to find the correct answer in the regulation. You need to take a hard look at yourself in the mirror and start educating yourself on basic NCO knowledge. The simple fact that you do not know about NCOERs, tells me that you have a lot to learn.

Whenever your rater (typically your first line supervisor) changes, you are supposed to get a "change of rater" NCOER. It is the same as a standard NCOER, just the reason code being "change of rater" so that you do not have any gaps in rating time. Previous units are notorious for slacking on this, and if need be, you may need to get your current leadership to reach out to them if they are not giving you the NCOER, because they do owe it to you. There are some other options if there is an issue with getting it for some reason, but the proper way to go is to have a change of rater NCOER. Again, because you are not supposed to have gaps in your ratings as an NCO or an Officer. This all should have been explained to you when (and even before) you became an NCO. Have you never had an NCOER class before (at PLDC/WLC/BLC or some unit-level NCODP)? If not, this is all explained in AR 623-3 which you can download with your CAC from Army pubs online.

Thank you Chief, If I may explain this is my situation. My annual NCOER was due 21AUG2018 I Completed the NCOER Support form it is still sitting on EES. However my transfer orders were effective 1 DEC 2018. My last drill was NOV 18. So I spoke to my rater from my old unit who owes me the NCOER. He will put my rating time thru 30 NOV 2018 and I spoke to my new PSGT which will be my new rater He will pick up on my next NCOER from 1 DEC 2018 thru 21 Aug 2019 when my next annual is due. Is that feasible ? or where exactly in this situation will the Change Of Rater NCOER be completed? Doe's the COR NCOER happen in between situating units as of 1 DEC 18 or will the COR NCOER take place around 21 AUG 2019 when my next annual is due? Lastly, who fills out the Change of Rater NCOER my old PSGT or New rater PSGT?
I apologize on all these questions, however I am trying to learn, So I can stay ahead and make sure my support form/NCOER's are done on time. Thank you, Chief

SGT (Join to see) From what it sounds like, your former PSG will be doing your NCOER thru Nov as a change of rater type (because as you said, your annual is currently on an August cycle). And, it is your old PSG who does it. Your new rater does not have enough time with you to do a proper NCOER anyway.

Correct, my conclusion is as follows. My annual cycle is due thru Aug, by having my old PSG do the NCOER thru 30 NOV as a Change Of Rater type. That should suffice my annual & rated time from 31 AUG 18 - 30 NOV 18 COR NCOER. Than follow up by having my new PSG do the next annual thru 1 DEC 18 - 30 AUG 19, by doing so I will have all rated time periods covered with no lapse time. Thank you Chief, I took your advice and

I love how all the NCOs on here just told you to look it up and didn’t give you the answer. That’s shitty leadership. You went looking for guidance and the answer and instead of being effective leaders they just told you to get bent. Shame on y’all. Do better. This is why our Soldiers are failing.
