Within the army itself the answer is General of the Armies of the Potomac. Only Pershing and Washington are able to claim this title. Washington is officially considered superior to Pershing.

The highest rank is a five star general but there haven't been one since ww1 a five star general is the commander of all services.

There were 4 5 Stars in WWII, and 1 appointed before Korea. General Pershing and George Washington are the only 2 to ever be the equivalent of a 6 Star.

The generals and colonels are often too busy with paperwork, but if the colonel's wife tells you to do something, you'll soon see who runs the army.
