A five star General and is only put into effect during times of war if need be. After war or no longer needed, the five start General goes back to being a 4 star

Actually, if the five star holds that rank for 121 days, or more, he/she would, (theoretically, at least), be entitled to retire wearing that rank on the uniform, with that title, and with the other retirement entitlements of that rank/pay grade, even after reverting to 4 star rank/pay grade.
