What is the course of action for a soldier who did not make the E5 promotion list?

Soldier had more than enough point on ERB and PPW before and on the 8th of the month, nothing expired, promotable status intact, etc.

Sometimes there's an error and a few names are left off the list. Assuming the Soldier was fully qualified and eligible, they just call HRC promotions branch and ask them to fix it.
However, it's usually the issue that the Soldier was not completely eligible. Whether it's flag that didn't lift in time, something expired, or the schoolhouse didn't update their NCOES in time, it's almost always the case that the Soldier fell off the promotion standing list for some reason or other. If that happened, even if it was in error, there is nothing the Soldier can do other than wait till the next month.

Thank you for your help. If it turns out to not be soldier error, which I am sure of because I verified all of the soldiers information myself, soldier has never been flagged or even a negative counseling, etc. my next question to you is, if points increase but HRC finds that the soldier should have been promoted, will they correct it immediately or they have to wait on another list?

SGT (Join to see) I think I failed to explain that correctly. Either the Soldier was promoted and their name was just not on the published list, or they were not promoted because they were ineligible for some reason on the day the information was pulled. Unfortunately, even if it was due to some mistake by a brand new S1 clerk, there is no way to get that promotion back. Years ago you could request an exception to policy to back date your rank, but that was removed a few years ago.

SGT (Join to see) in the very rare instance that the Soldier was eligible and in a promotable status in all the systems, met points, PME, never lost promotable status, etc and they should have been promoted, then your S1 can contact Enlisted Promotions branch and they will be added to the promotion list.

If you feel you are being held back , say because you are this "type" person, Male or Female, or some other difference, that has no effect on your exerpetice or your job. You can talk to I.G. ,but always go up the chain of command with the request to speak to the I.G. "I would hand carry it myself" unless under threat of harm. If you have witnesses to whatever dates times this direct knowledge in the cause of a negative event it would be a good idea to have that handy. Also I worked as an Equal Opportunity Interviewer for the EEO. THEY CAN HELP TO RESOLVE A PROBLEM OR JUST GATHER FACTS AND STATEMENTS FROM BOTH SIDES BEFORE THE I.G IS NEEDED(THE INFO IS DATED I GOT OUT DOD 2008 AND i'M A LITTLE DATED TO LOL I HOPE THIS HELPS.
