I’m applying for the 17C mos. senior in high school. I missed the ST point by 3 points and got 3 above on the GT (ASVAB-75). My recruiter let me take the ICTL test. I passed it with a 66. They are going to apply for a point exception on my ASVAB. He also said that the person in charge of the recruitment station said only 2 people have passed the ICTL test in 5 years at there station and said she would call in a favor for me. Is there a high likely hood of me getting accepted?

Your recruiter can't actually call in any favor, that's just something they say. The MOS proponent, who decides the entrance qualifications of the MOS, will review your scores. If it looks like you are likely to pass the course then they will grant you a waiver. Single and double point waivers are a pretty common occurrence.

I will echo the answer of SFC Boyd. The line scores for 17C are high for a reason, and waivers for those who may be close can be common, but a lot of it will depend on how many people they're trying to slot for training. It is a highly competitive MOS, and has a high failure rate so they don't tend to take that lightly. That recruiter would likely have to have someone in a high position to "call in a favor" in that specific group of people that could do something about it. Good luck.

James Boyce No one can provide you with odds of being accepted. Below is one post dealing with 17C, and you can do a search to find other 17C posts. Good luck on receiving the MOS that you desire. Please keep us posted.
