What is the most appropriate way to report command influence if my chain of command is trying to negatively influence my evaluation report?

What is the most appropriate way to report that my chain of command is trying to adversely impact my evaluation report? Normally I'd take it up the chain of command, but in this case, they are the problem.

First of all make sure you got all your ducks in a row. You need to have as clear evidence as possible about your charges. This is the reason the military has an IG. Get everything in line, make your appointment and talk to them.

Anonymous, your rater and senior rater ARE in your chain of command, hence they exert influence on your evaluation. BL: if you find there is a disconnect between what is written in your eval versus your periodic or episodic performance counselings than you should state so to your rater and SR. Go next to the IG if unaddressed. If periodic counseling was not done ... well, that would be an obvious disconnect to discuss.
As a commander I have dealt with this. I recently spoke to a subordinate leader about an evaluation they wrote. Personally, I think the Soldier has no future in the Army. Their rater wrote them a sparkling eval that I disagree with. I spoke to the rater and asked them to refine their comments due to inaccuracies. Some of the bullets were inflated and false. Beyond that I will not say how to rate them. All I know is that I will have my Senior rater comments and they will reflect how I feel. I still believe that they rater is more of a buddy to the Soldier and is trying to help them than he is being an objective leader.
