I am currently a 25A (Signal) Officer in the Louisiana National Guard and plan to enroll in the Engineer Captains Career Course - RC in order to become an Engineer Officer. I have received mixed guidance on whether there is a transition course, when that course should be taken (in comparison to ECCC-RC), and whether the 1st and 3rd Phase (DL) can be taken first followed by Phases 2 and 4.

So, there are two questions. 1 regarding the ECCC, 1 regarding branch transfer.
The ECCC has already been answered.
As far as the branch transfer, unless something has changed, or your state has decided on additional steps, it is as follows: 1) Fill out and submit a 4187 through normal channels. 2) Wait.
That's it. At least it was when I did my branch transfer in the WA ARNG. BN CDR approved, it went wherever at State, and eventually (maybe 4-6 months?) I noted that my branch had been officially changed.
NOTE: I did the Armor Advanced Course first. I don't know that that was a hard requirement, though I think it should be.
